Who is legally required to have a fire risk assessment?
The Regulatory Reform (Fire Safety) Order 2005 applies to virtually all non-domestic premises in England, including all workplaces, commercial properties, licensed premises, educational institutions, places of worship, communal areas of multi-occupancy residential buildings, and event venues. If you employ one or more staff, or if members of the public have access to your premises, a fire risk assessment is a legal requirement.

The Fire Safety Order requires the assessment to be reviewed regularly and whenever there is reason to believe it may no longer be valid — for example, following a change of use, a significant alteration to the building layout, an increase in occupancy, or a fire or near-miss incident.
